"באין תחבולות יפול עם ותשועה ברוב יועץ"
The Hebrew scripture is from the Bible, Proverbs (MiShLe) chapter 11 verse 14:[1]
in niqqud "בְּאֵין תַּחְבֻּלוֹת, יִפָּל-עָם; וּתְשׁוּעָה, בְּרֹב יוֹעֵץ"
or in unpointed Hebrew "באין תחבלות, יפל-עם; ותשועה, ברב יועץ"

English translation "Where no counsel is, the people fall, but in the multitude of counselors there is safety."
